Parents are strongly urged NOT to file a declaration of enrollment with any civil authority. It is optional in the law but to do so would be unwise. If very many home schooling parents voluntarily register with the recorder of deeds or the public schools, some legislators could move to make registration mandatory on the grounds that many parents find it helpful. Mandatory registration has been abused in other states.
Another reason to not sign these papers is because they have been used to make a list in the public schools and then put on the walls in the hallways, letting others know that they are homeschooled, this is illegal. Also, the schools use the list to declare each homeschooled child as a handicapped child so they receive more aide.
